Marek Choloniewski, ICEM President and President of the Polish Federation, opened the meeting of the Board of Directors and welcomed the representatives for their attendance. Board members thanked Marek Choloniewski for hosting the 38th CIME/ICEM General Assembly, Festival, and Conference. ICEM secretary Panayiotis Kokoras confirmed the ICEM members present to the meeting.

The Board of Directors approved unanimously the Agenda of the General Assembly 2020 as well as the minutes from the 2019 General Assembly in Krakow which made available to all members.

In the moral report 2019, President Marek Choloniewski reminded that ICEM is working towards the expansion of its members with new National Federations or Organization Institution Members, especially in countries where there are not currently represented. Also, he mentioned the importance for each member to be in good standing so that they met the dues schedule and secondly and most importantly, to be active by taking part in the ICEM activities.

During the financial report 2020 ICEM treasurer Todor Todoroff, presented the financial report for the year 2020. As of September 26, 2020 the expenses were €316.20 with contribution toward the IMC – International Music Council Membership Fee. The balance until the General Assembly was €9.462,95. More membership fees are expected to be paid soon after the General Assembly. Consequently, the final balance will be determined by the end of 2020.

In the activities report 2020, Secretary Panayiotis Kokoras gave a report on the ICEM concerts organized by the following members: 69 performances + GA Festival

The president encouraged the development of projects among federations. The Board of Directors unanimously approved the moral report, the activities report, and the financial report.

Next, the Board of Directors discussed on the activities for 2021, including the next General Assembly candidacies, the development of new and existing projects as well as the provisional budget 2021. Some of the upcoming projects for 2021 include PRIX CIME 2021 3rd Edition and ICEM GA 2021.

In the debate on the provisional budget 2020 Board of Directors discussed

  • Transfer of remaining funds from old PayPal account to a new one in Poland, and deactivation of the old one.
  • Open a new ICEM account in France
  • Transfer of remaining funds from old BNP Paribas to a new ICEM account.

The next item in the agenda was the proposals for admission from new members. The board vote unanimously the acceptance of FéFraME French Federation of Electroacoustic Music for one-year probational member and thanked Julien Guillamat for his efforts and presentation. The board unanimously approved full membership (definitive admission of members) of SEAMUS Society for Electro-Acoustic Music in the United States and thanked Ted Coffey for his service and presentation. The board unanimously voted the acceptance to full associate members for DME, Dias de Música Electroacústica director Jaime Reis, and for M&R, Musiques & Recherches director Annette Vande Gorne.

James Andean gave an update of the future of Finish Federation Charm of Sound recommended to open discussions with the director of the Centre for Music & Technology in Finland. Also, the board vote to postpone for one more year the probationary period for the Australian Computer Music Association (ACMA) while looking for better communication with its members.

Next the board of directors voted for the new Board of Directors (2020-2023) and 6 Counselors with the following results: President – Marek Choloniewski, Secretary – Panayiotis Kokoras, Treasurer – Todor Todoroff, Treasurer adjunct – Christian Clozier (France). 3 PM – 7 PM General Assembly

The General Assembly unanimously approved the General Assembly’s Minutes 2019 in Krakow; examined and approved the proposals of the Board of Directors: balance sheet 2020, activities report 2020, project of activities 2021 and provisional budget 2021. As well as final admission of members, and provisional admission of new members.

The next item of the General Assembly was the reports from the National Federations and Organization Institution and Associate Members. In turn, each Member made a report on the activities and the situation of electroacoustic music in their country. The reports were presented with the following order:

In regard to the relocation of the ICEM Main Office and change of address, Todor Todoroff gave an update on the current status and the GA approved 

  • to change the ICEM official address, from Bourges to the new location, as per statutes Article 2 – Registered Offices
  • to give permission to the Main Board to choose a «Maison des associations» that gives us the best deal
  • to give permission to the Main Board to indicate in the statues the City where we can confirm an address if we don’t manage to get a confirmed possibility during the GA.

Last, members of the GA thanked the host of ICEM GA 2020 Marek Choloniewski, and the president closed the meeting.
